English Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest study of municipal councils, UK councils are planning to sell community centers, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in England stated that six out of ten of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling playing fields and open spaces to support their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would focus on restructuring services and utilising financial reserves to weather increasing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in southeast England said its property management strategy included the disposal of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Rises and Broader Fiscal Strains

This research of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to raise local levies next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” stated a council leader.

He continued: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

A survey of county councils this week also found local finances being strained by the increasing figures of children and adults requiring Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those reforms was recently delayed.

Disadvantage and Funding Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many key cities members were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only a single urban area is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of difficulties confronting local leaders across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study found.
